The United States Probation Office for the Southern District of New York is pleased to announce the conclusion of the 2025 Fiscal Year Solicitation Cycle. We have finalized the FY25 agreements, which will begin October 1, 2024, and continue through September 30, 2025, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause 2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals.
We would like to thank the selected providers who have been awarded agreements and look forward to continuing a successful and mutually beneficial partnership.
The Request for Proposal for the Westchester County Sex Offender Treatment Services Solicitation (BPA 0208-25-12) has been amended to include Individual Mental Health Counseling (Project Code 6010). The Amended RFP has been posted to the Treatment Services Page and is entitled “Amended Sex Offender Treatment Westchester”. Please be advised that the first page of the Amended RFP is the SF-30 Amendment of Solicitation notification which also needs to be endorsed and submitted with the proposal.
If you have already submitted a proposal for the respective solicitation, please review the amended RFP and resubmit. Based on this amendment, to allow the vendor an opportunity to review the RFP in its entirety with staff, the deadline for BPA 0208-25-12 has been extended until August 2, 2024, by 05:00 pm. ****The deadline extension ONLY APPLIES TO BPA 0208-25-12.

On Tuesday, July 16, 2024, at 10:00, we will be holding an in-person offeror's conference at the U.S. Probation Office located at the Daniel Patrick Moynihan U.S. Courthouse, 500 Pearl Street, Room 640. New York, New York 10007, to discuss the RFP process and answer any questions that you may have.

The Administrative Office of the U.S. Courts has announced that the District Courts are seeking interested vendors to provide a variety of treatment services.
The Southern District of New York will be soliciting for treatment services using a Blanket Purchase Agreement. Agreements are for Fiscal Year 2025, with a provision for the Government to unilaterally extend the agreement in accordance with Section I, Clause -2-90D, Option to Extend the Term, for an additional four years, at four twelve-month intervals. Required services include outpatient substance use and mental health, inpatient detoxification, short term residential placement, and sex offense treatment.

To ensure that all parties are treated fairly in this process, specific, individual conversations about the details of the RFPs will not be entertained. All updates on the process will be made public via posting on our public website. Once the FY '25 RFPs are ready to disseminate, they will be posted there as well. An Offeror's Conference will be scheduled after the RFPs are made available, but before they are to be submitted in order to publicly address any specific questions you may have regarding the various RFPs, or the process in general.

The federal Judiciary intends to procure treatment services and/or Second Chance Act goods and services for federal defendants and persons under supervision using Blanket Purchase Agreements. Generally, the procurement of these services occurs during the summer months; however, procurement may occur at any time throughout the year depending on the needs of the district.
Solicitations for Blanket Purchase Agreements may be issued for districts in the United States and territories, including Alaska, Hawaii, District of Columbia, Guam, Northern Mariana Islands, Puerto Rico and U.S. Virgin Islands.
Required Treatment Services may include, but are not limited to: urine collection, counseling (to include mental health, substance use, and or/sex offense treatment), physical examinations, outpatient and inpatient detoxification, medication, short and long term residential treatment, and transportation.
Required Second Chance Act goods and services may include, but are not limited to: cognitive behavioral therapy, child-care, non-emergency medical services, computer hardware/software, identification, employee tools/equipment/licensure, transportation, transitional housing, domestic violence intervention, job training, etc.
These are examples of the types of services that may be procured. The solicitation for Blanket Purchase Agreements would identify the specific services and requirements the offeror would be required to provide.
