A correction has been made to the solicitation for RFP 0208-16-14 - Sex Offender Treatment Services in Dutchess County. The geographic area indicated in Section B-Supplies or Services and Offeror's Prices were erroneously indicated as Tarrytown, White Plains, and Port Chester, and all locations in Westchester County. The geographic area for these services is Dutchess County, New York. The RFP posted on our website indicates these changes.

We neglected to include the wage determination in Section J, attachment 10, in our original Blanket Purchase Agreements posted to our website. The wage determination has now been posted on the website. We will also be emailing this information to each Offeror?s authorized signer.

The wage determination only potentially effects pricing for those Offeror's who proposed services under project codes: 1011 urine collection/NIDT Device Testing, 1012 Sweat Patch/Application and Removal and 1504 Breathalyzer. All Offerors will be given the opportunity to change their pricing for these three codes given this new information.

The wage determination code to be utilized for these services is 12130 Medical Laboratory Technician.

Please be advised, the Request for Proposals (RFPs) are now available for download. They are located on the right side of the page, in order of catchment area and service. (Hard copies will NOT be sent in the mail) Interested vendors must submit their proposals to the Probation Office, as per the instructions in section A of the RFP, no later than 2:00 P.M. on Wednesday, July 29, 2015.

As many of you are already aware, now that the solicitation process has officially begun, we can no longer field questions pertaining to specific agreements. To that end, we have scheduled an Offerors' Conference for Thursday, July 9, 2015. The conference will take place from 10:00am-1:00pm, on the 30th floor of the Ted Weiss Federal Building, located at 290 Broadway, in lower Manhattan, which is about 5 blocks north of the Probation Office. The purpose of this event is to discuss the RFP process and answer any questions you may have with regards to the specific agreements in a public forum.

If you plan to attend this event, please RSVP to Mariano Franco, via e-mail: Mariano_Franco@nysp.uscourts.gov by Friday, July 3, 2015. Please include the number of people who plan to attend from your group so we can get an accurate count.

THIS IS A PRE-SOLICITATION NOTICE - PROPOSALS WILL NOT BE ACCEPTED IN RESPONSE TO THIS NOTICE.

The federal Judiciary intends to procure treatment services for federal defendants and offenders using Blanket Purchase Agreements. Solicitations for Blanket Purchase Agreements may be issued for districts in the United States and territories, including Alaska, Hawaii, District of Columbia, Guam, Northern Mariana Islands, Puerto Rico and U.S. Virgin Islands. Required treatment services may include urine collection, counseling, physical examinations, outpatient and inpatient detoxification, medication, short and long term residential placement, transportation and therapy.

TO FIND OUT WHETHER A DISTRICT WILL ISSUE A SOLICITATION FOR TREATMENT SERVICES, INTERESTED TREATMENT PROVIDERS MUST CONTACT THE CHIEF PROBATION OR PRETRIAL SERVICES OFFICER IN THEIR RESPECTIVE DISTRICT WITHIN 30 DAYS FROM THE DATE OF THIS ANNOUNCEMENT. Just wanted to update everyone about the upcoming Treatment Services Solicitation for FYs 2016-2017-2018. Although it is still a bit early in the process, we are still conducting our internal needs assessments, I just wanted to give everyone an idea of what to expect over coming months.

The FIRST step in the solicitation process will take place sometime mid-May, as the Administrative Office of the Courts (AO) will be post the solicitation an advertisement, seeking treatment providers, on the website: FBO.GOV (a copy of the advertisement will also be posted in the U.S. Courthouse and on our public website).

Approx. a month later (mid-June), all interested parties will be mailed Request for Proposals (RFPs) for Blanket Purchase Agreements (BPAs), based upon treatment needs and catchment areas. Approx. a month after the RFPs are mailed (mid-July), proposals must be submitted to the Probation Office (tentative date to be determined). For your convenience, electronic copies of the RFPs will also be posted on our public website. Important to note, due to the competitive nature of the process and our responsibility to operate in a fair and impartial manner, we will be unable to field individual questions regarding solicitation process from this point on. However, we will hold an Offeror's Conference approx. 2 weeks after the RFPs are mailed (end of June) to answer any questions you may have regarding the specific agreements and/or solicitation process in a public forum.

Based on the Gov't criteria - technical acceptability and lowest price - contracts will be awarded in September, in preparation for the start of FY2016 - October 1, 2015.
